Shopping in Budva is concentrated in two areas: the Old Town and the Slovenska Obala promenade. Inside the walls, narrow streets have small shops selling jewellery, local souvenirs, olive oil, dried figs, rakija, lavender products and handmade crafts. Prices in the Old Town tend to be higher than elsewhere in town, particularly for items aimed at cruise ship visitors and day-trippers. Haggling is not common — prices are generally fixed.

Along Slovenska Obala and the streets running behind it, the shops shift to everyday retail — sportswear brands, bookshops, pharmacies, phone accessory stores, sunglasses, beachwear and a few international fashion outlets. TQ Plaza on the eastern edge of town is the nearest thing to a shopping centre, with several clothing and homeware shops across two floors. For groceries, Voli and Idea supermarkets have multiple branches across Budva and stock both local and international products.

Most shops accept card payment, though smaller Old Town vendors and market stalls may prefer cash in euros. Opening hours are typically 09:00–22:00 from May to September, dropping to 09:00–17:00 or 18:00 the rest of the year. A green market (pijaca) operates daily on the east side of town selling fresh fruit, vegetables, cheese, honey and local produce directly from regional farmers.
